Sew, cut, layout white ribbon, and sew

Pattern, pin, and cut

Align collar and shirt

Pin collar and shirt together

Pin and line up the white ribbon

Sleeve blue cuff: Pattern, pin, chalk, and cut

Pin white ribbon and sew

Hem the edges so they don't fray everywhere

Once done with closing up the fray, pin and sew 

Attach the blue cuff to sleeve

For the sailor scarf, 

I had no idea on how to do it 

so I kinda cheated my way but hey it worked =D
